In the story The Bruce-Partington Plans (1908). Sherlock clarifies that Mycroft is neither a minister nor an elected politician, but the man to whom all departments send confidential information because he has an analytical ability even greater than Sherlock's. He is the central brain of the state, immobile but indispensable.
